How we work

Independent, and accountable for the recommendation.

G.I.S. does not sell, install, or service security equipment, and does not take commissions from vendors. The recommendation is the product. That independence is what makes an assessment worth commissioning and what makes the findings usable by counsel and carriers.

Engagements are scoped in writing, delivered to a documented methodology, and produce a written record the client keeps. On a retainer, that accountability extends past delivery: G.I.S. coordinates the vendors and subcontractors carrying the plan out, so the client has one point of ownership from assessment through implementation, not a report handed off at the end.

Jesus “Jay” Voigt, CPP, PMP

Principal Advisor

Jay leads G.I.S. engagements across physical security, emergency and continuity planning, and security technology programs.

He brings 25+ years of professional experience, including 13 years in law enforcement, where he currently holds command-level responsibility for investigations, emergency operations, and security technology at the agency level. He is a Certified Protection Professional (CPP), ASIS Board Certified in Security Management, and a Project Management Professional (PMP). His leadership training includes the University of Louisville Southern Police Institute Commander Development Course, and he is a recipient of the FBI-LEEDA Leadership Trilogy Award. He also holds the Florida Crime Prevention Practitioner Designation, awarded by the Office of the Attorney General for the State of Florida.

PROGRAM SCALE

He has administered a $3.9M portfolio of capital and grant-funded technology programs, and led a section of 16 to 20 personnel spanning investigations, technology, and crime analysis. He led the design and buildout of a Strategic Command Center and has deployed enterprise public safety systems including computer-aided dispatch, records management, license plate recognition, and citywide camera networks.

FEDERAL EXPERIENCE

His federal experience includes assignment to a U.S. Secret Service Cyber Crimes Task Force and selection to support security operations for the 2025 Presidential Inauguration in coordination with the U.S. Marshals Service.

GOVERNANCE

His governance work includes building and passing successive regulatory audits, and structuring identity and access controls around the confidentiality, integrity, and availability framework. He applies that discipline to a client's information security policy, vendor contracts, and incident documentation.

BACKGROUND

Before law enforcement, he managed full profit-and-loss operations for a B2B distribution business serving roughly 300 commercial accounts, leading a hybrid workforce and a network of third-party vendors. That same operating discipline now runs the advisory practice.

That rigor carries over directly: documented methodology, defined scope, and measurable outcomes, sized to a single property, practice, or firm rather than an agency.
