Jay Voigt is the Founder and Chief Executive Officer of Global Intel Service, a multidisciplinary advisory firm specializing in security, risk, compliance, and public-sector strategy. With more than a decade of leadership experience across law enforcement, interagency coordination, and organizational risk management, Jay brings a blended operational and executive perspective to complex security challenges.
Jay has overseen major modernization initiatives including technology-driven security programs, intelligence-led operations, and comprehensive risk assessments for critical environments. His background includes leading investigative operations, guiding citywide safety improvements, and supporting regional and federal partners during high-stakes events, reinforcing his expertise in emergency preparedness and incident coordination.
He is a certified Florida CPTED Practitioner (FCP), FAA Part 107 drone pilot, and graduate of the Southern Police Institute’s Command Management Course and the FBI-LEEDA Trilogy. Jay also completed the National Disaster & Emergency Management Professional Development Series, further enhancing his capabilities in disaster readiness, continuity planning, and multi-agency response.
Through GIS, Jay provides intelligence-driven, vendor-neutral advisory services to clients across the United States, Latin America, and the Caribbean—helping organizations reduce liability, enhance resilience, and protect people, property, and operations.
